Does anyone know where there is a good list of requirements for hauling horses across state lines?

Your request is a bit too broad. What states are you interested in hauling to? Each state will have their own requirements.

Generally. you will need a neg coggins certificate and a vet's certificate of health for each horse.

Yeah that was a broad question. Would be starting in Indiana and mostly going into Illinois, Michigan and Ohio. Is it true that if you are going across multiple states, for example if I were going to North Carolina that I would only have to be concerned about the rules for NC and not all the states crossed?

You're in LUCK! I found a USDA site that has links to each state's rules.

Ordinarily, I would have done a search for each state's dept of agriculture site.

As for your last question... I would not trust such hearsay that one need not be concerned with transit state's rules for horses. You could be in for a nasty surprize when stopped with your rig. Ignorance is not an excuse and is usually very costly.
